Use Chrome Developer in Emulator from command line?

Is there any way to use Chrome Developer for the Emulator running a web app, via the command line?
I have a separate issue wherein I am unable to build, deploy, or debug my app in Tizen Studio on Mac. (It just hangs at 62% during build, with no evident error message.)
I have succeeded in doing a build/package/install (or run) from CLI, but the run command has no option to invoke the debugger.

These are not helpful. Everything is installed correctly. There is a command line instruction to RUN an app, but not DEBUG.

For whatever reason, my app will not succeed to install from Studio. If that process fails, you can't debug.

I have tried the instructions here to invoke the Debugger manually, using:
<TV IP>:7011
but nothing replies at that port.

And even the instructions that say you should Debug->> and then launch on TV are misleading. When you do that from Studio, the app automatically launches and the Debugger window opens. Even if I then later launch that debug-installed app on the TV, and open Chrome to the tv:7011 address, there is no developer tools.

I am completely unable to debug...
