Retrieves a ReadDataRequest instance to read irregular heart rhythm notification data.

This builder allows the application to set the following:

A time filter with InstantTimeFilter or LocalTimeFilter.
The data's source filter such as a device group or a source application's package name with ReadSourceFilter.
A data order with Ordering.
A limit on the number of data points returned.

Return

A ReadDataRequest instance with the given ReadDataRequest.DualTimeBuilder.
