Consistent user experience is the foundation of a healthy platform ecosystem. Samsung believes in providing users the same level of quality, reliability, and stability, regardless of which partner application they use or when. To deliver this vision, Samsung defines clear technical and operational standards for all partner developers.
These platform standards are development guidelines that outline Samsung's expectations across the following key areas:
These guidelines are not restrictions, but rather a foundation for building applications that perform reliably and integrate seamlessly into the Samsung TV ecosystem. By following these standards, you help us deliver the consistent and predictable experiences that users expect.
Samsung can take systematic enforcement action against applications that consistently degrade platform performance, violate data standards, or compromise user trust. Samsung aims to support your application development with tools, APIs, and documentation—not to restrict innovation, but to ensure that the platform remains stable and trustworthy for all users.
Hardware Resource Management
Memory and system resources are shared among multiple applications on a TV. If a single application consumes excessive resources, it can degrade the overall user experience and affect the stability of other applications.
To help you build applications that use available resources efficiently, Samsung provides memory optimization guidelines, monitoring APIs, and self-inspection tools. During your application development, review the Memory Optimization Guide and use the provided tools to confirm that your application complies with the memory usage standards. When you submit your application for release, you are automatically certifying that the application complies with these standards.
Data and Platform Integration
Samsung defines data and platform integration requirements across three levels that represent increasing depth of platform integration in your application:
Level 1 (L1) for basic discovery partners who want access to Samsung's content discovery and recommendation systems
Level 2 (L2) for conversational AI partners who want to enable more sophisticated content execution and control, as well as conversations through our AI-powered interface
Level 3 (L3) for agentic AI partners who are looking for advanced user interactions and customized deep integration
The data and platform integration requirements define data categories, requirements, and detailed specifications for each level, including links to comprehensive implementation details and technical specifications.
Voice Policy
Samsung exclusively manages all voice data processing in your application. Samsung's voice engine processes all voice input and delivers only the extracted intent keywords to your application as structured data. This policy applies uniformly to all partners, both in-app and when users invoke Samsung's Voice Assistant outside your application.
All voice data is governed by applicable data protection laws and Samsung's privacy standards. Voice data is collected and processed solely for its stated purpose, retained only for as long as necessary to fulfill that purpose, and must never be disclosed to third parties without explicit user consent. Users retain the right to withdraw consent at any time, upon which Samsung will immediately delete all associated voice data.
Action Framework
The user experience of managing a TV through speech commands depends on the AI assistant's ability to identify what the installed applications on the TV can do and how to run those applications. Samsung is developing a new standardized method, Action Framework 2.0, with which your applications can let the AI assistant know what actions you want the AI assistant to be aware of and use.
Action Framework 2.0 is currently in beta phase and open for partners.
UMD
To enhance content discovery and user experience on Samsung Smart TV, the Universal Metadata Database (UMD) guidelines in the Samsung Smart TV Content Metadata Feed Guide define the UMD schema and data requirements for seamless metadata integration.
Samsung performs continuous monitoring to ensure that applications maintain compliance with performance, stability, and security standards. Applications that consistently exceed resource limits, contain security vulnerabilities, or degrade platform performance can require issue resolution, and failing that, be subject to enforcement actions.
